Amuay: Not your run-of-the-mill refinery screw up

Last night’s explosion and fire in Amuay – the larger bit of the mammoth Paraguana Refining Complex – was big enough to wake up most of Punto Fijo. It’s easy to get jaded about stories of PDVSA accidents, but this was on an entirely different scale from the Situation-Normal-All-F’d-Up PDVSA status quo.

Initial reports talked about 7 dead and 48 injured. The figure was soon upped to 19 dead and 53 injured. Elias Jaua admits the refinery suffered heavy damage. The surrounding area had to be evacuated. Here’s Radio Fe y Alegría’s take:

Terror e incertidumbre se vive en estos momentos en los alrededores de la Refineria de Amuay ubicada en el estado Falcón luego que pasadas las 12 de la madrugada se registraran fuertes explosiones que generaron un grave incendio en una de las plantas petroleras mas grandes del mundo.

Miguel Avila Secretario de Gobierno del Estado Falcón aseguró que la situación es delicada y estan realizando la evacuación preventiva de las zonas aledañas a la refineria. Por su parte el Ministro de Energia y Petroleo Rafael Ramirez en un breve contacto telefónico a VTV dijo que no tienen información concreta puesto que estan determiando aun el numero de heridos y daños a viviendas.

Ramirez aseguro ademas que tienen cerca de  100 hombres trabajando en el area e hizo llamado a la calma.  Dijo que el incendio se generó en dos tanques de la planta.

En su cuanta twitter @Notifalcón informó que el Hospital Dr. Rafael Calles Sierra y El Hospital de Niños de Judibana se encuentran colapsados y solicitando personal medico voluntario para atender la emergencia.

Even with half the country under water from soon-to-be-Hurricane Isaac, this is too big a story to fly under the radar.

It was a big bang.

It stands to reason that a big tragedy like this was bound to hit sooner or later – there have been a crazy number of minor(ish) accidents, fires and mishaps at PDVSA refineries over the last few years. There obviously wasn’t an appropriate safety culture in place in facilities dealing with huge volumes of highly combustible material, and stories of PDVSA scrimping on maintenance are legion. All in all, it’s tragic but not surprising.
