So INE has started presenting its 2011 Census results and, lo-and-behold, seven years after the government declared us an Illiteracy-Free Territory (and two years after the government went all out to celebrate the fifth-anniversary of that milestone), we get this:

Hmmm…where have I heard it before that the fall in illiteracy of the last few years was pretty much consistent with long-term demographic trends as older, never-schooled adults die and drop out of the census? Oh right, it was right here.

For those keeping score at home, this appears to be the first time the government admits publicly that its Illiteracy Eradication claims were B.S. Somehow, I don’t think Andrés Izarra had a chance to vet this report before it was published.
