    The Pope’s authority in the Church is not and never has been absolute. The Catholic clergy within states have often rejected Papal directions on secular political matters.

    Perhaps most notoriously, Cardinal Richelieu, when serving as chief minister to Louis XIII of France, sent French money and even French troops to the support of the German Protestant princes in the Thirty Years War.
